In order to change this situation it is necessary to change the growth mode of foreign trade, optimize the structure of modities based on technological progress; realize the internalization of environmental costs; establish and strengthen the environmental admittance system; and strengthen international cooperation in environment protection. These will be the currently feasible policies.
